Thursday, July 9, 1998 LOCAL STATE THE SPECTRUM Page A5 Audit: School districts do bad job of building inspections By MIKE CARTER The Associated Press SALT LAKE CITY A legislative audit released Wednesday was deeply critical of the way school districts deal with inspecting new construction, finding confusion, misunderstanding and sometimes outright defiance of the law. The problems are found mostly in rural districts, Auditor General Wayne Welsh wrote, where he found a majority of inspections were inadequate, that unqualified inspectors were often used and that districts failed to comply with a law requiring they file certificates with local building officials. Indeed, in some cases the districts refused to acknowledge the authority of local inspectors, refusing to allow them on-site or requiring they come only when called upon. "We have concerns about the compliance with, and documentation and adequacy of, school construction inspections in the majority of primarily rural school districts," Welsh wrote. Some projects, he said, "were not inspected at all." The audit was presented to members of the joint Legislative Audit Subcommittee on Wednesday.

State school Superintendent Scott Bean agreed with Welsh's recommen- Dorman Duncanson ST. GEORGE Dorman Donald Duncanson, 71, passed away on July 7, 1998 at the Dixie Regional Medical Center in St. George. He was born on July 27, 1926 in Newton, to David Dorman and Edna Belle Smith Duncanson. He married Louise Alda Lord on Sept.

22, 1949 in Malden, Mass. Their marriage was later solemnized in the Logan LDS Temple. Don was born in Newton, Mass. At the age of 3, the family moved to Walden, where he grew up and received his elementary and secondary education. In 1951 Don graduated from Emerson College in Boston, with a bachelor of science degree.

While attending Emerson, he took classes in broadcasting and drama, which aided him throughout his life. In 1955 he graduated from Lynn General Hospital School of Medicine receiving a diploma in nursing. Don continued in the nursing career at Lynn Hospital until 1962 at which time he moved to St. George to work at the Dixie Memorial Pioneer Hospital; at that time the hospital had 27 beds. In 1967 Don and his family moved to Salt Lake City to work for William Kolf, a physician working in artificial heart and kidney research.

He remained in Salt Lake until 1971 at time he moved back to St. George to work for Medical Associates. In 1976 Don took full time employment with the St. George Police Department. During his lifetime, Don served 18 years in law enforcement including volunteer service.

In 1979 Don went to work for the Utah State Department of Health as the coordinator for the Twelve County EMS Bureau. In 1992 Don retired and had spent the last few years serving his fellowmen. Don was an active member of the LDS Church. He served as the Sixth Ward baseball coach. While coaching Don turned out many championship teams.

He also served as athletic director in the St. George East Stake. Don served two Stake Missions and was a St. George LDS Temple baptismal worker. Don served throughout the church in drama productions.

He loved portraying ancient prophets. Don taught the Mormon Doctrine class for many years in the Fort Douglas Ward in Salt Lake City. Don enjoyed theater and took an active part in community and Dixie College Productions. Some of his favorite roles were Simon Peter, King Arthur and King Henry Il. His greatest role ever played was the Custodian in 1776.

Drama was the passion of his life. Don had also starred as Santa Claus since 1952, bringing much joy and happiness to the lives of children at Christmas time. STATE IN BRIEF SALT LAKE CITY Utah demands refund in 'Campus Card' scam A mail-order company that made it sound like students couldn't go to college without a $25 "Campus Card" is giving a refund to more than 5,800 students in 35 states, including Utah.

The National College Registration Board, based in Princeton, agreed to close down three months after it mailed letters to 1.8 million high school seniors and college students saying the card was "required." "The Campus Card is the student identification card issued to all registered college students," the letter read. "It is required for many services and purchasing privileges at whichever college or university your student chooses to attend." FILLMORE Council puts prison to referendum vote The City Council has decided to ask residents to vote on whether they favor construction of a private, 500- bed prison in the city's industrial park. The decision Tuesday night was prompted by mounting opposition from a substantial number of residents to the council's support for the proposed prison in central Utah's Millard County. Welsh reviewed construction records in 15 of Utah's 40 school districts. He cited, as examples, six instances where districts failed to comply with the law. The audit did not name specific districts. One district built three schools, for $19.5 million, without using a qualified building inspector. District officials said they didn't know inspections were required.

Another district had documentation only for electrical inspections on a $12.5 million high school. Bernice Marie Leavitt, 77, passed away July 5, 1998 at her home in St. George. She was born Dec. 3, 1920 in Ucon, Idaho, to Andrew William Olson and Ethel Elizabeth Holtom Olson.

She married Edward Read Leavitt June 7,1941 in St. George. Bernice grew up in Idaho. She moved to Southern California where she graduated from Montebello High School and received a library science degree from Citrus College. She resided as a homemaker in Glendora, for 39 years and was also employed as a secretary for Beneficial Life.

She was an active member of the LDS Church, serving in all organizations, and was an avid genealogist. The firm is competing with four other companies to build the prison for the Utah Department of Corrections. The satellite penitentiary is to be built somewhere between Salt Lake City and St. George. SALT LAKE CITY Foster parents want say on their wards' future Many foster parents in Utah feel left out of planning for the welfare of the children in their charge, according to a survey released by the state Division of Child and Family Services. The agency also found that a majority of the 53 percent who responded to the survey are satisfied with the reimbursements they received, which range from $10.50 to $31.25 per child per day.

The survey, mailed to 899 foster parents throughout the state in June 1997, was released last week to the Child Welfare Legislative Oversight Panel. GEORGE Gary Edwin Miller, 57, died on July 7, 1998 in Cedar City due to injuries sustained in an automobile accident. He was born on May 5, 1941 in Coalville a son of Glen Edwin and Ruth Edna Reese Miller.

He married Kandace Lee on Feb. 14, 1970 in Las Vegas, Nev. They later divorced. Gary was reared and educated in Salt Lake City and graduated from South High School. Following high school he joined the Air Force.

He worked in the transportation business all of his life, working for REA for 13 years and later as terminal manager for C.F. Air Freight for many years. At the time of his death he worked for Western Rock. Gary was awarded Transportation Man of the Year for Salt Lake City. He loved to work.
