The Bureau of Reclamation approved the required federal environmental impact statement for the project in May. 'The plaintiffs assert the Bureau of Reclamation has abused the environmental protection process to permit the taxpayer-subsidized dam and reservoir to go ahead," the Carbon Water Committee said in a statement released Monday. The committee, comprised of local government officials. Price River water companies and electric utility PacifiCorp, is joined by the Utah Rivers Conservation Council and the Utah Wilderness Association as plaintiffs in the action.

"We haven't seen the lawsuit and generally our policy is we are constrained to comment until it is aired in court." said Bureau of Reclamation spokesman Barry Wirth. Defendants in the suit include the bureau's regional director Charles Calhoun, bureau Commissioner Dan Beard and Interior Secretary Bruce Babbitt. The bureau would secure federal funding for the $17.3 million project, which includes a 17,000 acre-foot reservoir on Gooseberry Creek and a transmountain pipeline through the Wasatch Plateau. SALT LAKE CITY- An unlikely coalition of rural government leaders and environmental groups has filed a lawsuit in federal court to halt a proposed dam and pipeline project in central Utah. The complaint filed late Friday seeks an injunction to stop design, funding and construction of the Narrows Project in Sanpete County and restart the federal approval process.

Neighboring Carbon County has long opposed the decades-old project, which would divert 5,400 acre-feet of Price River ITUARI cent above average in housing costs, while Davis County was 2 percent above average. Utah The cost of living along the Wasatch Front went up significantly over the past year, according to a Weber State University report. The most recent "Price Watch" report indicates that overall prices rose 5.6 percent from April of 1994 to April of 1995. The increase is almost double a rise in the national average for the same period. The smallest increase was in Davis County, where overall prices were up 4.2 percent during the 12-month period. Prices rose 6.6 percent in Salt Lake, 6.4 percent in Provo and 6 percent in Ogden.

Increases in food prices were a major factor, with fruit and vegetable prices up sharply from one year ago. The costs for apparel and housing also were higher. Food prices were highest in Salt Lake at 108 percent of average for the area, followed by Davis County at 98 percent, Ogden's 97 percent and Provo's 96 percent. Rosetta Troutman ST. GEORGE Rosetta Black Trout-man was bom in Johnsonburg, Pennsylvania on Aug. 8, 1916. After her mother died when Rosetta was three years old, she was raised by her aunt and uncle. Rosetta acquired her Certification as a "Well Baby Nurse" when she was 24 years old and became a Nanny, a job she loved very much, Rosetta met J.

Earl Troutman and they were married in Flint, Michigan in 1941. They lived in Michigan until Earl was drafted into the Army. During those years while Earl was overseas in WWII, Rosetta continued her job as a Nanny. In 1950, Earl and Rosetta went on vacation to Alaska and stayed 19 years! In Alaska they adopted newborns Jim in 1953 and Eldon in 1956. In 1969, Earl and Rosetta retired to Brandenburg, Kentucky.

In 1971 they moved to Safford, Arizona, where they lived until Earl passed away in 1988. Rosetta spent four years living summers in Alaska and winters in Utah with her children and grandchildren. Rosetta passed away July 29, 1995, in St. George, where she had been living for two years. Rosetta is survived by one sister; two sons; and their wives; and six grandchildren.

Funeral services will be held Wednesday at 10 a.m. at the David's Safford Funeral Home in Safford, Arizona. Friends may call Tuesday evening and Wednesday prior to services. Interment will be at Safford Union Cemetery. Local arrangements made by Spilsbury -Desert Rose Memorial Chapel.

673-2454. Howard Woodbury HAMPTON, Connecticut Howard Grant Woodbury, 54, of Hampton, Connecticut, died Saturday, July 29, 1995 in Manchester, Connecticut after a long illness. Bom Feb. 6, 1941 in Granger, Utah, son of the late Howard and Melva Johnson Woodbury. Married Carole McLain Woodbury June 13, 1966 in the Salt Lake LDS Temple.

Grant spent his youth in Granger where he was a member of the Granger High School football and wrestling teams. After high school graduation he completed a two year mission to the New England States Mission from 1959-1961 for the Church of Jesus Christ of Latter-Day Saints, upon returning to Utah he earned a degree in metallurgical engineering from the University of Utah in June, 1966. Charles Prunty CEDAR CITY Utah Charles (Chuck) Franklin Prunty, 52-, passed away Saturday, July 29, 1995, at the Valley View Medical Center in Cedar City, Utah.

He was born Jan. 3, 1943 in Oakland, to Grace Williams and James Earl Prunty Sr. He married Kathryn Jane Meeks Aug. 14, 1978, in Las Vegas, Nev. He was preceded in death by his parents, a brother, James Earl Prunty, and a sister, Barbara Ann Trestler.

Chuck loved being outdoors, up on his mountain property with his family and dogs. As a former LDS High Councilman and Bishop, he influenced both youth and adults in many aspects of their physical and spiritual life. Felice Sapio HURRICANE, Utah Felice "Phillip" Sapio, age 90, died July 30, 1995. He was born July 27, 1905, in Italy to Pasquale and Rose Sapio. He married Josephine Sorrentino on Sept.

10, 1933. She preceded him in death on March 17, 1969. He married Anna Bentkowski in 1974. She preceded him in death in February, 1995. He lived in Italy until he was 18 years old and then came to New York City.

He worked in construction for ten years. He then returned to Italy in 1932 and met Josephine and then moved back to New York in 1934. He loved working for the new York City Department of Water Supply for 35 years. Education was very important to Phillip. He was a very loving husband and father.

He was also tender, gentle, sensitive, solid, kind and always there for his family. He enjoyed making Italian wine, gardening, cleaning, playing "Bocce" (lawn bowling game), playing cards and he always remembered everyone's birthday and special occasions. She was born Jan. 14, 1919 in Provo, Utah to Austin Clinton Miner and Sarah Elizabeth Banks. She married Robert Owen Gibson Aug. 21, 1940 in the Salt Lake LDS Temple. Mrs.

Gibson was raised in Provo, Utah where she attended Brigham Young University. She lived in Boulder City, Nev. for 41 years where she worked as a secretary for the Clark County School District before moving to St. George. An active member of the LDS Church, Mrs.

Gibson served in many leadership and teaching capacities. She served as organist and pianist, and for nine years as a temple ordinance worker at the St. George Temple. She)tJ enjoyed- sewing and: was a supporter, of, the cultural was centered around her family. She was preceded in death by one granddaughter.

Surviving family include her husband of St. George; two sons and three daughters: Rulon 0. and wife Barbara Gibson of Naperville, Illinois; Larry M. and wife Shirley Gibson of Highland, Utah; Diane and husband Richard Jacobs of Logan, Utah; Jeannie and husband Ray Isom of Las Vegas, Colleen and husband Brent DeMille of Leeds; 32 grandchildren; six great grandchildren; one brother, Gordon B. Miner of Provo, Utah; and one sister, Beth Sorenson of Pleasant Grove, Utah.

Funeral services will be held Thursday, August 3, 1995 at 1 1 a.m. at the St. George LDS Stake Center, 550 North Bluff Street. Friends may call Wednesday from 7-8 p.m. at the Metcalf Mortuary, 300 West St.

Norman Muir ST. GEORGE Norman J. Muir, age 67, passed away at his home in St. George, July 30, 1995 of cancer. He was born Dec.

5, 1927 in Beaver, Utah to Ernest Alfred and Leonora Taylor Muir. He was a veteran of World War II, a member of the Elks Lodge in Cedar City. He owned and operated Circle Sales Rentals, Inc. in St. George.

Surviving family members include his wife, Judy, of St. George; children: Mrs. Pat (Nancy) Baker of St. George; Esther Jane Carter of Las Vegas; and Layne Muir of St. George; nine grandchildren; and two great grandchildren; sisters: Mrs.

Evans (Roberta) Neilson of Provo, Utah; Mrs. Harvey (Allie) Mecham of Orem, Utah; Mrs. Dale (Fay) Harris of Beaver, Utah; brothers: Mr. Russel Muir of Las Vegas; and Mr. Nile Muir of Lake Tahoe, Nevada.
