An. animal rights group claims the federal adopt-a-horse program has failed to prevent wild horses from going to slaughter despite a 1997 settlement requiring tougher oversight. In a motion filed Monday in U.S. District Court here, the Fund for Animals alleged the U.S.

Bureau of Land Management hasn't enforced a provision requiring people who adopt wild horses to sign an affidavit pledging that the animals will not be sold for commercial processing or bucking stock. Carroll R. Secrist NORTH OGDEN Carroll R. Secrist passed away at his home surrounded by his family on Monday, Aug. 21, 2000.

He was born on Oct. 3, 1916 in Riverside, Utah, son of Henry and Charlotte Udy Secrist. He married LaMoyne Matthews on Feb. 11, 1944. Their marriage was solemnized in the Idaho Falls LDS Temple.

She preceded him in death on Jan. 18, 1998. Dad was a pioneer in broadcast engineering. He taught radar and radio to servicemen during World War Ill. He designed and built the radio and television transmitter that brought television into Southeastern Idaho.

He was the chief engineer at KID Radio and Television, then retired to St. George, Utah. He was a faithful member of the LDS Church, served in many capacities, and spent many hours serving his Heavenly Father and his fellow men. He was a tremendous example of honesty and integrity, held in highest regard by his family and peers. Surviving are five children: Mark (Kristine) Secrist of Moscow, Idaho, Tim (Carol) Secrist of Salt Lake City, Kent (Diana) Secrist of Sandy, Julie (Rod).

Austin of Clinton, and Phil (Cara) Secrist of North Ogden; also surviving are none brother: Wayne (LaPriel) Secrist; and -one sister: Ruth Bone. Dad enjoyed 20 grandchildren and two great-grandchildren. In recent years, he enjoyed several cruises with his children and grandchildren. His legacy was one of zest for life, love of church and family, and love and respect of the outdoors which he instilled in his children and grandchildren. We love you and will miss you, Dad.

Funeral services will be held on Friday, Aug. 25, 2000, at 11 a.m. at the Ben Lomond 10th Ward, 3352 N. 1050 East, North Ogden. Friends may call on Thursday from 7-9 p.m.

Myers Mortuary in Ogden, 845 Washington and on Friday from a.m. at the church. Interment, Farmington City Cemetery. Lynn Luck Lynn Luck, 82, of died from an auto accident on Aug. 11.

He was born Oct. 7, 1917 in Vernal, a son of Joseph and Laura May Campbell. He married Pauline Fisher on Dec. 17, 1936. horses still going In some cases even when the pledge was signed, animals were sold within days or months of the owners receiving title, the group alleges.

He retired from Operating Engineers. loved to travel and fish, and boating, camping and deer hunting with his family and friends. He is survived by children: Norma (Gary) McCarrel of Bountiful, Judy (Ted) Chambley of Vernal, and Steven Luck of Vernal; step-children: Deborah Wanless of St.

George, Dana Mellor St. George, and James Flood of Exeten, brother: Elden (Ovid) Luck of Vernal; 16 grandchildren; 20 great-grandchildren; and sisters-in-law: Dorothy Luck of Lapoint, Sybil Luck of Provo, and Francis Luck of Rock Springs. He was preceded in death by his parents, four brothers and one sister. Funeral services will be held Wednesday, Aug. 23, 2000 at 11 a.m.

GEORGE Helen Allen Snow Bishop, 78, was called home unexpectedly on Monday, Aug. 21, 2000, in. St. George, Utah. She was born March 24, 1922 in Cove, Utah, to Mark P.

and Flossie Layton Allen. She married Claine L. Snow of Fielding, Utah, on May 14, 1943. Their marriage was solemnized in the St. George LDS Temple in 1988.

He preceded her in death in 1990. In January 1993 she married Frank Bishop. Helen was an active member of the Church of Jesus Christ of Latter-day Saints, serving in many callings in the church. She was a very caring woman, volunteering as a gray lady with the Red Cross, and a delivery lady for Meals on Wheels. She was an adventurer, she loved to travel to distant destinations and explore the nooks, crannies, and back alleys of her community.

Her love of life was contagious. Helen cheerfully moved from Utah to Florida and to California while Claine pursued his career. 'She looked at each move as an adventure. They retired to St. George in 1980, settling in Bloomington Hills.

Helen will be missed by all those who knew and loved her. Helen is survived by her husband: Frank Bishop of St. George, Utah; three children: Bruce Allen Snow of Idaho Falls, Idaho, Gary C. Snow of Soda Springs, Idaho, Marilyn Williams of Idaho Falls, Idaho; 12 grandchiltwo brothers: Allen of Big Piney, dren; four great and and Chad Allen of Kooskia, Idaho. She was preceded in death by her.

"I think we've shown that, particularly in this season of drought and wildfires, we're making every effort to protect the horses, look after their needs on the range and carry out our duty." Gorey said the adoption program had increased compliance inspections of animals from 2.500 in 1996 to 6,300 last year. He was born Feb. 4, 1914, in Portland, to Michael Rook and Theresa Ernst. He married Jayne Daniel March 17, 1940, in Portland. John grew up on the family farm where he spent many happy days. After graduating from high school, he spent four years in the U.S.

Navy, serving in the Mediterranean. After his military service he returned to Portland to work for Civil Aeronautics. While attending college in Pasadena, John met his wife, Jayne Daniel. Following their marriage, John was recruited by the State Department and began a long career with the U.S. Government as a communications technician.

He and Jayne lived in many countries overseas. His life was filled with special assignments and traveling. Following his retirement, John and Jayne moved to Utah to assist his sister, Eula, with her business: Tribal Arts. They have lived in Utah ever since. John was a rock hound; he loved to garden and was a voracious reader.

He loved walks in and around Zion National Park. John loved his family and was a wonderful father. A modest man, he was also the most honest person one could ever meet. He was very helpful and a friend to all. In lieu of flowers, the family requests that donations be made to the Garth Last Foundation, Hospice: 216.
