GEORGE- -Val Smith of Bloomington has been hired as a coordinator ofr volunteers at Dixie College. Smith was hired through the ive County Association of Governments through a federal program. He will be working in Beaver. Kane. Garfield and Washington Counties trying to organize volunteer services.

Smith said he intends to "get involved" with the community and try and out what the communitys' needs are. He said the main thrust of his job will be in assisting low-income persons and families. Smith. originally from Preston Idaho. moved to Bloomington in 1975 after retiring from the U.S.

Air Force. He holds a masters degree in community leadership. Smith and his wife Monta Rae have four children. Debora Ann. 21.

of Preston. Steven. 19. who will be leaving soon on a LDS mission to Portugal. Van.

Record year for Sky West Sky West Airlines, of southern Utah, ended 1977 with a record year of 20.256 passengers carried in its scheduled airline service to Salt Lake City and Las Vegas. This is a 28 percent increase over the previous year of 15,800. The increase is attributed to an increase of weekday flights to three flights to Las Vegas and four to Salt Lake City. Sky West is presently finalizing plans for a fifth roundtrip to Salt Lake City and an addition reservation capability with all major airlines.

Obituaries Delbert LaRay "Pinky" Stock Graveside services for: Delbert LaRay. "Pinky" Stock age 60 will be held Saturday January 7. 1978 at 1:00 p.m. in the St. George City Cemetery.

Friends may call Saturday from 12:00 Noon until time for services at the Spilsbury and Graff Mortuary in St. George. Utah. Burial will be in the St. George City Cemetery.

Stock was a resident of St. George. He died January 4. 1978 in a Salt Lake City Hospital of Cancer. He was born August 25, 1917 in Washington.

Calif. tO Delbert Stock When Lyle Kossman of Chiton, Wis. sold his dairy farm last August, he felt he had to take something with him. He took the windmill. delivered to the family mill has a tripod setup still operable.

Kossman Frank Willsey Allen degreee in Electrical Engineering. Allen became employed by North American Aviation where he remained until his retirement in 1968. His talents in Engineering and aero dynamics were put to use by McDonald-Douglas aircraft for another 5 years. the moved to Bloomington, Utah in 1974. An active member of the L.D.S.

Church. he had served as a Scout Master. Explorer leader and committeeman and in the Bishopric of the UCLA Ward. Survivors include his wife Bloomington a son Frank Tony Allen of St. George, Utah, a daughter Mrs.

Diana Anita Kiah Snow 1939 in Steam Boat Springs. He died May 26, 1971. She died Jan. 5, 1978 at the Dixie Medical Center. She lived in Canada for several years.

moving to the Uintah Basin in 1939. She moved to St. George in 1962. She is survived by one sister, Madalene Beatty of St. George.

Mountain Bell plans projects Southern Utah will be the location of some major construction and service improvement activity for Mountain Bell in 1978. according to Phil Selander. District Manager of Customer Serices. A major project scheduled to be built next year is the $1.6 million radio system connecting Hurricane, Springdale and other small towns with St. George and Cedar City.

This modern transmission network will replace openwire which has served the area since before World War II. Major renovations of the central offices in both Cedar City and St. George are also planned for 1978. In Cedar City, work will begin shortly on a new electronic switching office which will be housed above the present facility. In addition to the modernization, 800 additional lines and an equal number of terminals will be added to its capacity during the new year to meet anticipated growth.

In St. George, the central office will be expanded by 1400 lines and an equal number of terminals also to meet growth. In addition to the construction projects, and Automatic Intercept System (AIS) will be introduced to the entire Southern Utah area and the rest of the state during 1978. Touch-Tone service will also be added to St. George during the first quarter of the new year.

According to Selander the $194.000 cable and conduit expansion in the northwest and between St. George and Santa Clara will be completed during the first quarter of 1978. Mountain Bell's total 1978 construction a and capital improvements budget for Utah will reach a record $92.6 million. While spending has increased five-fold, customer rates have only increased an average of 30 percent. according to Selander.

Taylor. former managing director for 13 years of the renowned Morman Welfare Program, served as an Assistant to the Council of the Twelve of The Church of Jesus Christ of Latter-day Saints from 1958 to In 1976 he was named a member of the Church's recently-organized First Quorum of Seventy. Born in Provo. Utah. on November 22.

1903. he is a son of Arthur N. and Maria Dixon Taylor. He was graduated from Brigham Young University in 1929 and in 1960 was presented the Alumni Distinguished Service Award from that school. He earned a master's degree from the New York University School of Retailing in 1937.

Elder Taylor was a prominent Provo. Utah, business executive before his assignment as president of the California Mission in 1955. Previous Church experience includes a mission to the Eastern States in 1924-26. He also served as president of a Seventy's Quorum 1927-33: on theSharon Stake (area) high council. 1933-40; president of Sharon Stake, 1946-52: president of East Sharon Stake.

1952-55: welfare chairman of Central Utah and Mt. Timpanogos Regions, 1951-55. He married Alta Hansen of Richfield. Utah, in the Salt Lake Temple on Becember 26. 1929.

She died July 6, 1967. On September 9. 1968, he married Ethelyn Peterson Taylor. Elder Henry D. Taylor Parowan Elementary grows PAROWAN-Parowan elementary school enrollment has increased by one classroom size, or 31 students.

The report of increasing enrollment was given at a regular meeting of the Iron County School District on Wednesdav. load factors are similar to those in the Cedar City elementary Superintendent Clair Morris said.

Morris said that recent trends show the district to be gaining 100 to 125 students a vear. The board discussed plans to employ at least six additional teachers in 1978- 79. If further funding is made available through the legislature at the budget session it may be possible to hire more than the six new teachers. Morris said. plans call for a North Elemencied, sixth grade teacher to be housed in the pod a second grade teacher.

In August of 1978 all the rooms in the Parowan Elementary School will be filled. Frank Willsey Allen. 75, of Bloomington died in Los Angeles. Calif. on Jan.

3, 1978 after a 6 week illness. He was born May 6. 1903 in Shelby, Iowa the son of Frank Herve and Margaret May Willsey Allen. He married Nonavie Rasmussen on Nov. 3.

1931 in Los Angeles. Calif. This marriage was later solemnized in the Latter Day Saints Temple Los Angeles Temple). Allen graduated from the Boone High School in Boone, Iowa where he enjoyed sports and became an amatuer radio operator, holding a license since 1921. In 1924 he moved to Southern California.

He graduated from USC in 1930 with a Funeral services for Anita Kiah Snow 76. of St. George Utah. will be held on Saturday, Jan. 7, 1978 at 1:00 p.m.

at Metcalf Mortuary. Mrs. Snow was born Oct. 13, 1901, to Thomas Francis and Mara Adelade Rodrick Kiah at Brewer, Maine. She married Hugh Elmer Snow on April 3.
