March 9, 1999 LOCAL STATE THE SPECTRUM Page A5 State says tourism down in Utah's recreation areas David Rhead Allen ST. GEORGE David was born May 31, 1914, in Riverside. He returned peacefully to his Father in Heaven on Sunday, March 7, 1999, at the age of 84, in the presence of his family. He is the son of Sarah Inez Rhead and Frank Stewart Allen. He married Rhea Bradford, the love of his life, on Jan.17, 1938, in the Salt Lake City LDS Temple.

David spent his early years in Coalville, and then moved to Salt Lake City. He graduated from LDS High School before attending the University of Utah. His career in the furniture business provided the avenue to use his interior decorating skills. He was well known in many circles for his friendliness and warm sense of humor. His wife is a prominent musician and their home always rang with song.

He loved gardening. He was a strong and active member of the Church of 1 Jesus Christ of Latter-day Saints, serving in many callings and leadership roles, including nine years as a guide on Temple Square. David, a loving father and husband, is survived by his wife, Rhea Bradford Allen; sons: David Bradford (Ester) Allen and Richard Bradford (Linda) Allen; a daughter: Geraldine (J. Robert) Rhodes; 14 grandchildren; eight great-grandchildren; brother: Frank R. Allen; and sister: Leila Alexander.

His son, Robert Steven Allen, preceded him in death. A viewing will be Tuesday, March 9, 1999, from 6-7 p.m. at the Metcalf Mortuary, 300 W. St. George Blvd.

Funeral services will be Thursday, March 11 at noon with a viewing one hour prior to services at Parleys 6th Ward LDS Chapel, 2350 S. 2100 East, Salt Lake City. Interment will be in the Salt Lake City Cemetery under the direction of Metcalf Mortuary, 673-4221. Jim Allison ST. GEORGE Jim Allison, loving husband of 43 years to Margaret Helen Allison, father of James, Mark, Jeff, and Jeanne, and grandfather of Emily Marie, died unexpectedly of cardiac arrest, Sunday morning, March 7, 1999.

Jim and his wife Helen have been members of the community and the St. George Catholic Church since October 1992. Funeral services will be conducted at St. Mark Catholic Church in Venice, where three of the Allison children reside. Frances Ball ST.

GEORGE Frances C. Ball, 82, passed away March 6, 1999, at her home in St. George. She was born May 10, 1916, in Lewisberg, Ohio, to Morton Henry and Bernice Singer Hammon. She married Richard C.

Ball in 1935 in Lewisberg. He died in 1983. Frances was reared and educated in Lewisberg. In 1947 she moved with her husband to Pomona, where they raised their family. They retired in Alta Loma, and in May of 1998 Frances moved to St.

George. She was an excellent cook and seamstress, and she loved to read. She is survived by her daughter, Dianne (Norman) Humphries of LaVerkin; five grandchildren: Jody (Kenneth) Ballard of Hurricane, Jill (Ty) Leo of San Diego, Bill Noorlander of St. George, Jennifer Ball of California and John Ball of California; and nine great grandchildren. She was preceded in death by her husband Richard and son, David C.

Ball. Private family services will be held under the direction of Spilsbury Beard Mortuary, St. George, 673- 2454. Joyce Rice ST. GEORGE Joyce Green Rice, 73, died Sunday, March 7, 1999, in St.

George. She was born Oct. 25, 1925, in Kanesville to William and Margarite 'Norton Green. She married Clifford Rice on Jan. 10, 1945, in Clearfield.

Their marriage was solemnized in the Logan LDS Temple. They shared 54 years together. Joyce grew up in the Ogden area, where she graduated from Weber High School before attending Utah State University. was active in many community organizations. Joyce and family moved to St. George in 1979. She enjoyed golf, painting, writing, and she authored several books. She was very active in the LDS Church, serving in many leadership positions.

She was also a member of the Daughters of the Utah Pioneers, and treasured her pioneer heritage. Joyce especially loved her children, grandchildren, and great-grandchild, and she will be remembered by all as caring, giving, and fun-loving. She is survived by her husband, Clifford of St. George; four children: Joy (Alma) Richie of Layton, Margie (Val) Walton of Fruit Heights, Janey (Michael) Johnson of Scottsdale, and Jim (Julie) Rice of Logan; seven grandchildren; one greatgrandchild; a brother: William (Bonnie) Green of Ogden; and sister: Colleen (Joe) Christian of Ogden. She was preceded in death by her parents, and her sister, Marion.

Funeral services will be Thursday, March 11, 1999, at 11 a.m. at the Bloomington Mulberry LDS Chapel, 3371 Mulberry Drive, in Bloomington. Visitations will be Wednesday, March 10, 1999, from 7-8 p.m. at Metcalf Mortuary, 300 W. St.

George and Thursday, March 11, 1999, from a.m. prior to services at the chapel. Interment will be in the St. George City Cemetery, under the direction of Metcalf Mortuary, 673-4221. Jack Burris ST.

GEORGE Jack Campbell Burris, 69, died Sunday, March 7, 1999, in St. George, after a valiant battle with cancer. A resident of Big Sky, he was a retired insurance executive with Mass Mutual in Omaha, Neb. Jack was born June 2, 1929, in Omaha to L.R. and June Burris.

He graduated from the University of Nebraska with a BBA degree and was a member of Sigma Alpha Epsilon. Jack is survived by his wife of 46 years, Leah Ferris Burris; son: Rob Burris of Santa Fe, N.M.; daughter and son-in-law: Gail and J. Robert Cooksey of Grapevine, Texas; cousin and husband: Barbara and Phil Cunningham of St. George; and cousin: Glenn Campbell of Pasadena, Calif. The family requests that memorials be made to either the American Cancer Society, or to the IHC Hospice at Dixie Regional Medical Center in St.

George. Memorial services will be Wednesday, March 10, 1999, at 2 p.m. at the Metcalf Mortuary Chapel, 300 W. St. George Blvd.

Arrangements are under the direction of Metcalf Mortuary, 673-4221. Rayma Taft SANTA CLARA The world has lost a kind and wonderful woman. A great mother, sister, grandmother and friend. Rayma F. Taft was born March 2, 1924, to Edward Rudolph Frei and Rhoda Barbara Tobbler Frei, their first daughter.

She grew up in Santa Clara with her three sisters, Agnes Snow (Chet), Delores Pendleton (Dan), and Rhoda Palmer (Fred); and two brothers, Lane Frei (Vicky) and Boyd Frei (Cleo). She moved to Salt Lake City at the age of 19, and went to work for Woolworth's lunch counters. She became a manager for them, and opened many new stores for the company. Rayma was an excellent cook, and enjoyed doing things for people. She met her husband of 25 years, Newell R.

Taft. They sealed their marriage in the Salt Lake Temple in 1986. Newell preceded her in death in 1987. Rayma is survived by her children Gary, Dennis, Denise, Tom, Sherry (Jason); also by nine grandchildren, Tessa, Keri, Amber, Jeremy, Heather, DJ, Josh, Jordan and Emily; also six great-grandchildren. 23, at Lake Hills Memorial, 10055 S. State, Sandy. Funeral Directors, Deseret Memorial Mortuary. Frank Scott ST. GEORGE Frank Morris Scott, 81, passed away Friday, March 5, 1999, in St.

George after a short illness. He was born Nov. 1, 1917, in Marietta, to Samuel Horace and Hettie Cunningham Scott. He married Fawn Lee McCarty Nov. 19, 1945, in Caliente, Nev.

She died July 4, 1980. Frank then married Lillian Jackson in Las Vegas in 1989. She died Jan. 10, 1999. During World War Il Frank served with the U.S.

Navy in the South Pacific and the Aleutian Islands. He was wounded on Midway Island. After his discharge from the service, he relocated to Caliente. Frank had been employed in 1945 at Mayhew's Chevron in Caliente. He later owned and operated the Mayhew Chevron and Olsen's Chevron, as well as the Hotel Scott.

He also served as chief of police for Caliente. He was a lifelong politician and promoter for the state of Nevada, Lincoln County. He had served on the Colorado River Commission for 21 years for the State of Nevada, and was instrumental in the development of Laughlin, Nev. He loved to explore the history of Nevada and Lincoln County. Frank had also been a writer for the Salt Lake Tribune in Salt Lake City.

He was a great humanitarian. Many would say he was never afraid to feed someone else's child, of which there were many. Frank is survived by his son, Sam (Glenna) Scott of Vernal; granddaughters: Jennifer, Ashley, and Samantha Scott; nephew: John D. Williams of Claremore, nieces: Johanne Dettimore of Tulsa, and Susanne Longfield of Reno, Nev. Graveside services will be Wednesday, March 10, 1999, at noon at the Conaway Memorial Veterans Cemetery, Caliente.

Arrangements are under the direction of Metcalf Mortuary, 673-4221. Roger Osness ST. GEORGE Roger William Osness, 79, died Thursday, March 4, 1999, in St. George. He was born April 25, 19,19, in.

New York to William Chester Osness and Agnes Van Luvender. He married Ruth Steed in the Salt Lake Temple on April 25, 1941. They shared 57 years together. Roger was raised in Brandford, where he joined the LDS Church. After joining the church, he moved to Salt Lake City, where he met his lovely wife, Ruth Steed.

He enlisted in the U.S. Air Force and served in World War II. After an honorable discharge, Roger worked for Salt Lake Hardware. They moved to Las Vegas, where he was promoted to sales and opened the Las Vegas area for Salt Lake Hardware. They raised their children and lived there for 27 years, before coming to St.

George in 1975. Roger loved trains, enjoyed reading, family vacations, driving, family reunions, and most of all, spending time with his family, children, grandchildren and great-grandchildren. He loved people and was a real people person. Roger helped everyone feel important and was very positive. He was active in the LDS Church, having served as stake mission president, bishop, Sunday School teacher, and high priest group leader.

Roger also enjoyed serving in the Scouts, where he was the advancement chairman for many years. He is survived by his wife, Ruth of St. George; six children: Alice Ann (Daniel) Barnum of Las Vegas, Carol Ruth (Marllo Hirschi of St. George, Roger William (Sally Ann) Osness Jr. of St.

Charlene Griffiths MILFORD Charlene Ruth Griffiths, 68, our loving and caring mother and grandmother and friend passed away March 6, 1999, at her home in Milford. She was born Nov. 4, 1930, in Nashville, to Roger and Esther Willis Wilcox. She lived most of her life in Milford. She was a hard worker, working as a cook and an LPN at the Milford Valley Memorial Hospital for 40 years.

She was a No. 1 mom and grandma, and her children and grandchildren were her first priority. She loved to have her family get together so she could cook up a delicious feast. She is survived by three children: Judy and Rulon Hardy, Linda Merryweather, and Scott and Kim Cook of Milford; sisters: Kate and Fred Fox of Casper, JoAnn Hamilton of Albuquerque, N.M., Mary and Mike Ward of Hutchison, and Karen and Gordon Harvey of Graham, and a brother: Donald Sooby of California. She has 14 grandchildren and 14 greatgrandchildren.

She was preceded in by her parents and a brother, Wendell Wilcox. Though our precious mother has returned to our Heavenly Father, she will remain very near and dear to us. Charlene has chosen to have her remains cremated, and the family and friends will hold a private memorial service for her at a later date. Funeral arrangements were made by the Olpin Mortuary.
