Experience Licensed, call after 5 PM 673-7216 Owens' proposal SALT LAKE CITY (AP) Salt Lake area water officials say the proposal by Rep. Wayne Owens, D-Utah, to establish maximum flows in the Provo River below Deer Creek Reservoir would cripple the Central Utah Project "We simply can't live with maximum flows," said i LeRoy W. Hooton, director of public utilities for Salt Lake City. "It's totally unacceptable," said David Ovard, gen-'' eral manager of the Salt Lake County Water Conser-' vancy District. The comments came Monday as directors of the Metropolitan Water District of Salt Lake i City dis-: cusseda resolution in support of the existing plans for the CUP The resolution, which passed unanimously, was a response to recent criticism of the water project from Utah environmental and sporting organizations and a 55-page legislative proposal that Owens has circulated privately among local water officials.

owens- plan would establish a minimum flow of 100 i cubic feet per second (cfs) and a maximum flow of 300 cfs in the Provo River below Deer Creek to benefit both the brown-trout fishery and recreabon The minimum-flow proposal has been the almost two years of discussion and negotiation be-: tween water officials and environmentalists, but the maximum-flow limitation came as a surprise to the water leaders. "I'm flexible," said Owens, when told about the complaints. "It's clear that 300 cfs is not a rational fieure but that figure was thrown on the table to see what could be justified. No one has discussed maxi-; mum flows before." triWW Creekwm need to exceed 1,100 cfs to meet thepeak demand of downstream water rs andpsons relying on drinking water from the Deer Creek and Jordanelle reservoirs. The drinking water stored in the reservoirs wiU be released frarrf Deer Creek and aUowed to flow about she miles down the Provo River before it te diverted into pipelines for delivery to Salt Lake iand northern Utah counties.

This stretch of river between Deer i Creek Reservoir and the pipeline diversion points is the prime trout habitat Owen- succeeded in limiting the maximum flow in flSSS driver to 300 cfs Hooton skater I deliveries to Salt Lake City would need to be reduced bekwl today's evel and It would be impossible to Kr water to the city to meet future demand. oSd iaM ibis district would attempt to cancel ite contacts to purchase 50,000 acre-fee of CUP water if toe maxtoim flow limitations were imposed.
