Spectrum Tuesday, December 24, 1985 3 Proposed 20-aore land exchange moves forward hVF sistant in the branch county library at Enterprise. David Leavitt as a custodian in the county library in St. George at $875 a month. Nellie Ballard as Springdale branch librarian at $4.25 an hour. Wayne Shamo as a literary coordinator at $667 a month.

Jan Godfrey as director of the Hurricane Senior Citizen Center with her receiving $200 a month. Durward Terry as director of the Enterprise Senior Citizen Center with him receiving $100 a month.

1 The commission also approved a cooperative agreement between the county and the Utah State University Extension Service in which a pass-through salary will provide for a part-time 4-H aide and a full-time secretary. The money will be passed through from the county to the state. The positions will be advertised by the university. ST. GEORGE Members of the St.

Commissioners also set aside 10 county holidays for the 1986 year, but instead of celebrating Columbus Day on Monday, Oct.

13, employees will take the day off on Nov. 29, in concert with Thanksgiving Day which falls on Thursday, Nov. 28. The adjustment was made to further align county holidays with holidays taken by state employees. This means the county assessor and state driver's license division office, in the County Administration Building, and the county clerk's office and 9th Circuit Court's St.

George in the Hall of Justice building, will be open approximately the same days. Other holidays include: New Year's Day (Jan. 1); President's Day (Feb. 17); Memorial Day (May 26) Independence Day (July 4) Pioneer Day (July 24); Labor Day (Sept. 1); Veteran's Day (Nov.

11) and Christmas (Dec. 25). The commission will hold its regular weekly meetings on Mondays during 1986 except Tuesday, Feb. 18 (President's Day is on Feb. 17).

No meetings will be held May 26 because of Memorial Day; Sept. 1 because of Labor Day and Dec. 29 because of the Christmas holidays. Commissioners also discussed whether it was worthwhile to continue holding an occasional commission meeting in Enterprise, Hurricane and Springdale. Commissioners Kurt Young and John Whitney said the level of interest shown by residents at those meetings had diminished over the years.

In addition, the cost of transporting county officials from St. George to the outlying communities was an undue burden. Commission Chairman Jerry Lewis indicated the meetings in the outlying communities should be continued. No official action was taken. Based on County Treasurer Lynn Gardern's office, 18 individuals or organizations were granted $1,726.88 in property tax credits for 1986 while 62 individuals or organizations will receive a total of $39,956.74 in 1985 tax refunds.

The commission also: Approved hiring Ila Slack as a technician I in the county assessor's office at $873 a month, effective Dec. 18. Reappointing Royden Wittwer for another 3-year term on the Color Country Board. Reappointing Nick Hammer of St. George, Alma Young of Spring-dale and Don Wiley of Washington City to 2-year terms on the County Travel Development Board.

Appointing Ben Liebick of LaVerkin and reappointing Dona Parkinson to 3-year terms on the Council on Aging Board. The following are 1986 employment contracts signed by the commission: Beulah Peterson as a special assistant in the County TV Department at $60 a month. Susan T. Staheli as a special as by Loren Webb Staff writer ST. GEORGE A proposed 20-acre land exchange between Spearex International and Washington County involving an area above the Dixie Downs Race Track complex moved forward Monday.

County commissioners directed that deeds be drawn up for an intended trade. Through the trade, both parties hope to consolidate scattered lands that are currently intermixed. County Planner John Willie said Spearex hopes to eventually develop the additional land once it is acquired while the county would probably sell some or all of the newly traded property. County Attorney Paul Graf will review the legal description prior to any land swap. In other business, the commission approved a $262,207 increase or a total of $4,777,163 in the 1985 general fund, $31,000 in the library operations fund, and an increase of $1,600 in the Council on Aging fund.

Part of the general fund increase included $50,105 for the county assessor office; $60,000 for engineering and surveying; $60,000 for contributions; $35,000 for non-departmental; and $11,300 for the county sheriff's department. Some of the costs also came from engineering work on Sunset in St. George, along with insurance expenses and the building addition to the Hurricane Senior Citizen Center. The commission set a $500 per acre sales figure on approximately four acres of land near the Virgin River, between Hurricane and LaVerkin, in its offer to sell to John Bell of LaVerkin. The motion was subject to receiving a letter from adjacent property owner Terry West saying he wasn't interested in the property.

There is no legal deeded access to the property, said a county spokesman. Bell is to pay for appraisal and title search costs, plus the acreage cost if he is interested in purchasing the property.
